Depends. Generally for undergrad, no, provided you are a degree candidate at an eligible institution. It is not considered income. It gets fuzzy with room and board which can be taxable.
For grad students the rules differ. If part of your grad program requires you to be a teaching assistant, then it is considered taxable income.

In the long run...will this even out the playing field so to speak? Programs like Bama, Ohio State, ND, USC UM, likely have stud QBs, RBs, WRs. LBs on their roster that could probably start for a less prominent program, but are stuck at #2 or #3 on the depth chart, and losing out on some money. Not millions in this case, but they're not going to earn much at all where they are at. I'm assuming that the allure of earning money is going to outweigh the possibility of being part of a National Championship and these studs may be more inclined to play for say a Temple, Rutgers, Ohio U, Tulsa, Central Florida, (to name a few) where they can end up be THE GUY, instead of sitting on the sidelines and waiting for #1/#2 on the depth chart to get injured.

That's a really interesting point. I'd been looking at it in reverse but I want to think of it more like this. Obvious example is a guy like Garland having a moment here he almost assuredly wouldn't have at Virginia Tech.

Last week, Lonnie White out of Malvern Prep was drafted by the Pirates at a spot that would give him a $1M signing bonus. He would probably be in the minors for a bit playing before a few thousand fans and at the spot he was drafted, about 50% make the show.
His alternative is to be a 2-sport athlete at Penn State, playing football and baseball. With the name, image, and likeness income he could receive as Penn State's version of Deion Sanders while he gets stronger and plays before 100K plus each week with every game on TV, it's probably a non-brainer to go to Penn State...even if only for a couple of years... and then decide his next steps.

Not the no-brainer that you predicted as White today signed with the Pirates for $1.5M bonus which was about half a million over his slot. Maybe he came to the realization that $1.5M guaranteed is better than getting his body destroyed playing football and perhaps a longer career in baseball. He can still pursue marketing his name image and likeness albeit on a smaller stage for now. The Pirates also signed a two sport star Bubba Chandler who was going to play football and baseball at Clemson.

Yep. Saw that. I was surprised. Hopefully he makes it to the show and gets paid. Not sure the Greensboro Grasshoppers or the Altoona Curve will have quite the draw of Beaver Stadium on Saturdays for him for endorsements and such, but hopefully he works up the chain soon.
My daughter told me over the weekend he was going to sign. She played HS CYO ball with his girlfriend. Nice kid...he kept the book sometimes while I worked the clock at the CYO games for the girls.

Hopefully he invests the money wisely. About 10 years ago I caddied with kid from Radnor HS/Villanova U that was in his third or fourth year with the Reading Phils. Outside of guys drafted in the top 4 rounds, he was the highest paid player on the team, making like $1200 or $1500 A MONTH, and ONLY IN SEASON. Hence, why he caddied in the offseason.
