Ramon signed with Varese a 1st division team in Italy. Big step up to a top European league.

Is there an NBA out clause or is he done with Chicago?

Yea not to be Debbie Downer that was my thought also. I hope that doesn't mean the NBA dream is over

Congrats to Ramon. Making some scratch and playing in Italy would be living the dream for most. Well done! If the Wiki roster is right, he'll play with Eric Maynor from VCU (making it one tough defensive backcourt)and Cuse's Rautins.
I gotta believe that if he does well, something could shake out in the NBA in the future.

He was a steady contributor in the summer league for the Bulls, next to just McDermott and Portis as far as players if you ask me. I'm actually surprised he hasn't been on a team yet.

That's great for Ramon. The top Italy league is just a shade below the Spanish league as the best non-NBA pro league.
The Euroleague is regarded as the best, but that's a smaller tournament. It's more or less the same structure of the Champions League in soccer. The top teams in each league send their representatives to the Euroleague, which has a round-robin round before getting to the knockout stage.
I believe Ramon has only played in lower leagues. He was originally in the Adriatic League, which is the Balkans and where Dario Saric originally played. Does anyone know what happened to Ramon and why he didn't stick? He ended up in Germany for a while (not a very good league) before doing really well in Italy's second division last year. (Euro basketball has the same promotion/relegation system as soccer. He was essentially on a mid-major.)
Just the roster alone on Varese shows how good the Italian league is. Eric Maynor was a decent NBA backup PG for a spell.
Ramon played really well in Summer League. But that's like 10 games in a dubious setting against a wide array of talent levels. It's not exactly much of a sample size. I think that since Ramon hasn't played top level Euro ball held him back from getting a NBA contract. A stellar year on Varese might get him a really great look.

I'd rather be living a short drive from Lake Como, Switzerland and Milan than living in Chicago for the winter ;-)

Instead of shagging flies in the minor leagues, he should have been shagging in the major leagues of Milan and Como :-)
