In a potentially paradigm-shifting proposal, the NCAA members may vote to allow all Division-I transfers to be eligible to play immediately. The restrictions would be that student athletes would be asked to meet a certain academic standard — possibly including a minimum GPA — in order to transfer immediately, and any additional transfer would require the student-athletes to sit out a full year.

I think you should get 1 free transfer without sitting out. I do think there needs to be something to limit a guy transferring every year (without any kind of dis-incentive like sitting out a year, I could see it happening, and that's not a tenable situation really).
Respectfully disagree. Do we really want to take sports that already have turnover of 2-4 years, and cut it down to 1-2 years? The power schools will rererererecruit kids. I know the transfer circuit has been G's best playing card already, but for most small programs our size and smaller, it really doesn't allow them any staying power as kids will go to school specifically with the intention to transfer because "it's free!"
